As a monk, say you cast Holy Veil on yourself, then you get hit with Diversion, If you then cancel Holy Veil, will Holy Veil take the extra time to recharge?

It shouldn't, since you didn't activate a skill.

Just don't let a skill be finished in casting when Diversion is on you.

No since the skill is already used, prior to the casting of Diversion. If you get hit with Diversion, before Holy Veil is finished casting, then Diversion's effects would come into play.

What everyone said. Canceling the veil will not add anytime to its recharge.
